Case Number: #3436

Report Description:
DATE: 11/09/2024 | TIME: 16:59 PST | INCIDENT: OFFICER INVOLVED SHOOTING | WEAPONS INVLOVED: YES | DEATHS/INJURIES: YES 2x DEAD

I, Timmothy Robinson, 4K-124, was monitoring radar on the I-4 exit to Route 68/Senora Way when 2K-38 called over the radio for backup, as his suspect was repeatedly exiting his vehicle during a traffic stop. I responded to the scene, where two more units had arrived at 307 South I-4. I positioned myself in the fourth spot, waiting for further instructions.

While I was doing this, the suspect entered a light gray Cadillac Escalade ESV. As he did so, 2K-38 pulled him out of the vehicle, and I moved up to block it. The suspect then fled on foot into the driveway of a nearby home. During his escape, he brandished a firearm, turned around, pointed it at Officer D. Neelly, and discharged it, striking him. Other officers discharged their weapons as I exited my vehicle.

We began to advance on the downed suspect but he failed to comply with multiple lawful commands. During this, he picked up his weapon and reached multiple times at officers. At one time I discharged two 00 buckshot rounds into his chest. And towards the end of the sand off when the suspect proceeded to point the weapon at cops again I discharged one 00 buckshot rounds into the suspect head, ending the threat permanently.

After clearing the suspect and administering first aid to both the officer and the suspect, both succumbed to their injuries. During the subsequent investigation, it was determined that the suspect's uncooperative behavior may have been due to the vehicle potentially being stolen, as it had scratched VINs, a license plate that did not match the vehicle (44WSX569) and was not registered with the California DMV. Additionally, a dead body was discovered in the rear cargo area of the vehicle.

I, Officer Timmothy Robinson, discharged my weapon because the suspect's non-compliant behavior in refusing to drop the weapon resulted in him recklessly pointing it toward other law enforcement officers. Due to this threat, I was forced to discharge my service shotgun three times to stop the active threat and protect my fellow officers.
