DATE: 02/16/2025 | TIME: 20:00 PST | INCIDENT: EVASION, OIS | SUSPECT: BILLY-BOB JENKINS || DOB: 06/14/1986| PENAL CODES INVOLVED: CVC 23152 (F), CVC 2800.2, PC 16590, PC 241 (c), H&S 11370.1, PC 32310

I, Timmothy Robinson, had just finished transporting an injured LASD unit to a hospital when I heard gunshots in the Sandy Shores area. I quickly headed to the location of the shots when another unit reported a reckless driver in an Escalade fleeing from the scene. Upon this discovery, I pursued the vehicle to gather more information about the situation. Instead of stopping, the suspect continued to evade law enforcement. The pursuit continued until I lost visual contact with the vehicle. Fortunately, CHP Air One was overhead and was able to locate the suspect.

Once we regained sight of the suspect, we continued the pursuit out of Sandy Shores and onto Joshua Road. The suspect then went off-roading onto Marina Drive, and during his attempt to return to Joshua Road, he crashed his SUV and flipped it onto its side. The suspect exited the vehicle while holding a handgun, prompting me to grab my service shotgun and pursue him on foot. After crossing the road, the suspect ran into a tree, turned around, and aimed his weapon at me. In response, I fired three shots from my shotgun, striking him immediately. A federal unit and I approached the suspect, cuffed him, and secured the scene.

Afterward, we provided life-saving medical assistance to the suspect and were able to revive him and treat his injuries. After using medical-grade smelling salts, the suspect woke up disoriented and without any recollection of the events. Upon searching the suspect and his vehicle, I discovered two submachine guns, two AR-15 rifles, multiple high-capacity magazines for the weapons, and a bag of blue methamphetamine, along with his handgun.

After transporting Mr. Jenkins, local medics performed a blood test, which indicated that he was under the influence of meth. Mr. Jenkins posed a threat to my safety and that of my fellow officers.

I discharged my shotgun to prevent him from causing harm to myself and others. Once he was subdued and secured, we initiated life-saving medical care to prevent him from losing his life.
