Here is how you can add a top bar and marquee text to WordPress without using any plugins, just simple code!

Simply log in to your WordPress dashboard, and add the provided code to the theme functions, and update the file. Now add the CSS. To do this, go to appearance and customize. You can modify the CSS as per your requirements.
