The threadripper 3960X has 24 Cores and 48 Threads, the Threadripper 3970X has 32 cores and 63 threads, and the i9 10980XE has 18 cores and 32 threads. Threadripper 3970X and Threadripper 3960X are based on ZEN2 (7nm), whil the i9 10980XE is based on Cascade-Lake-X (14nm). But who'll win? Threadripper 3960X, Threadripper 3970X or i9 10980XE?
