are strong mobile gpus still lacking behind desktop gpus?

The RTX 2080 Super Max-Q is only built in to Highest-End Laptops, as far as I know there is no stronger mobile gpu out there at the moment.It competes against the "normal" desktop variant of the 2080 Super.
The main difference is the power consumption:
the RTX 2080 Max-Q has a TDP of 90 Watts, while the 2080 Super Desktop can take up to 200-250 Watts!
