The title of an accessible PDF should NOT be tagged as a first-level heading (H1)!
Background: The currently relevant standard for PDF accessibility is PDF/UA-1 (ISO 14289-1) and it doesn’t contain any specification for the title text of a document. So in theory the title can be tagged in various ways. Since it is very common in the web industry to tag the title of a post as a first-level heading, this method unfortunately has been adopted in PDFs as well. The problem with that is, that all “real” heading will be tagged with lower heading levels. This will become an issue latest when the PDF/UA-2 standard gets adopted by the industry as the new standard doesn’t allow the title to be tagged as a heading.
