Downing Street has acknowledged it was "incredibly difficult" for victims to know that offenders were being released before completing their sentence - but say the government had no choice, because the Tories had not built enough prisons.
They said they faced a situation in which the police would have been unable to make arrests - so had to act.
Today around 1,700 prisoners have walked free - with some serving just 40% of their custodial term.
