What if it's the underlayment with structure damaged, how would that work, insurance etc.

Wind rating of class F, fire rating of class A, hail rating of class 3, can only use on roof pitch of 2:12 to 24:12. Sam - dormer is min. pitch, inverter range 3.8 to 7.6 kW and it's 97.5% efficiency.
