He is an expert, such as an engineer, economist, or scientist. In a system where technocracy is applied, all the relevant ministries are occupied by the experts in that field. For example, the minister of education is a person who specializes in the field of education and who has mastered the problems of that field. Or the health minister is still a specialist in the field of health. In addition, field experts should work in sub-directorates of these ministries. Under normal circumstances, ministries in parliamentary systems or presidential systems form political formations, while in technocratic governments political formations are replaced by apolitical technocrats.
