AOE 2: Byzantines vs Vikings Scouting Glitch

I decided to try out the Byzantine civilization to take advantage of their defensive bonus on a tight map like black forest. After my upgrades, the viking AI had a very difficult time breaking through my upgraded walls and defense around the walls.
I think I found a glitch where if the AI scout does not discover your town center, they will not attack until you attack them.
