The state's top prosecutor says the streets are safer after the takedown of a major drug trafficking ring.

New York Attorney General Letitia James visited Rochester on Tuesday to announce 48 arrests as part of a two-year investigation into drug trafficking that took place mainly in Monroe and Wayne counties — but also spread to Ontario, Orleans, Yates, Seneca and Cayuga counties.

James said it involved three interconnected groups responsible for selling heroin, cocaine and fentanyl across the seven counties.

The investigation began in Wayne County, where investigators determined Michael Danzey and his brother Terrance Raggs were the primary sources of cocaine.

”The roots of this investigation began with the search of the source of illicit narcotics in Wayne County," Sheriff Robert Milby said. "That quickly led us to the entirety of the Finger lakes region."

From there, authorities traced the drug pedaling web to a second operation, which involved resellers who lived on a small section of Avenue D in Rochester.

"They all lived within a few yards of each other, making Avenue D a major drug hub," James said. "Buyers would be directed to different-colored houses to pick up their drugs."

James said many of the Avenue D drug sellers had a single source for their cocaine supply in Rochester — Luis Rivera and his three sons.

"It was all in the family," James said. "The Riveras sold heroin in pill form, claiming that it was oxycodone — and that deception put their buyers in even greater risk for death and for overdose."

Authorities seized 10 kilograms each of fentanyl and cocaine, along with 1/4 pound of heroin, worth more than $9 million. They also seized 19 illegal firearms and more than $440,000 in cash.
