The exact motors I'm using are not available for purchase. I recommend the F60 1750 kv and then use an 85% motor output limit to scale them down to 1500 kv.

This is THE voltage regulator to get. Every other regulator I can find that is rated for 36v input and 3+ amps output is SIGNIFICANTLY larger.
