Arc Witch is a great League Starter for 3.16 Scourge League and most leagues before it. It's a truly classic easy build that any Path of Exile beginner could try first, to better learn PoE as a game and to understand the key game mechanics.
This video previews the whole Path of Building 3.16 passive skills tree for Arc Witch Elementalist, and I'll explain the most impactful skill choices to the real beginners of Path of Exile who decided to try Scourge League out for themselves, but weren't sure what build to go with!
