This video shows you how to get aero with window transparency and the personalization menu in Windows 7 Starter and Home Basic.

To get aero enabled on your computer, make sure that your PC has:
1GHz CPU
1GB RAM
128 Video Memory

How to know the video memory your PC has:
1. Press the key combination Windows Key + R to open the run menu.
2. Type in: "dxdiag" (without quotes) and click on OK. That opens the DirectX Diagnostic Tool.
3. Go to the Display tab, and look at the box on the left
4. The video memory will be mentioned next to Approx. Total Memory.
