ATLANTA INQUIRY ALTERED AS MORE YOUTHS ARE FOUND SLAIN

In the most dramatic week of developments since the start of investigations into the disappearances of black children here, the remains of two more youngsters were found, the scope of the investigation was changed and the leadership of the special investigating team was reshuffled.
''We finally have policemen running the investigation instead of politicians,'' said a high-level source in State Government, which has placed eight persons on the 35-member investigating team, including Robbie Hamrick, a special agent of the Georgia Bureau of Investigation, as new investigative coordinator.
Atlanta's Deputy Police Chief, Morris Redding, who has been on the team, was named head of it and will report directly to Public Safety Commissioner Lee P. Brown. Mr. Redding replaces Maj. W.J. Taylor, who has been moved to an administrative post on the team.
