I allowed a minor macOS update and my menu bar and dock would only show on a single monitor. Finally figured out the fix. If you want to have an app span multiple monitors DON'T DO THIS. But if you want the dock and menu bars available on all monitors DO THIS! I was using Ventura13.5.2 at the time of the recording.
