This video I go over how I personally leveled from 1 to 300 herbalism several times and the best route / method I did for Wow Classic. I go over each zone you want to go to along with the level needed to pick the herbs.

Ways to increase your herbalism level right off the back which will allow you to jump ahead to the new zone of herbs earlier than usual.
+5 Herbalism from Advanced Herbalism enchant on gloves
+5 Herbalism from Leather Herbalist's Gloves
+15 Herbalism from Passive as a Tauren
Total you can get is +25 which is only way to turn black lotus yellow making it impossible to fail when picking them.
Addon to download: Gathermate 2 and Gathermate 2 data.
This addon gives you all locations of spawns for each herb and lets you filter it based on what you want to track which helped me a lot!
1 - 50 = Durotar or Elwynn Forest ( Peacebloom, Silverleaf & Earthroot @ 15)
51 - 75 = Barrens ( Mageroyal & Earthroot )
75- 100 = Barrens ( Briarthorn & Mageroyal )
100 - 125 = Stonetalon Mountains ( Bruiseweed & Wild Steel @ 115 )
125 - 160 = Hillsbrad Foothills ( Kingsblood & Khadgar's Whiskers @185 )
160 - 205 = Swamp Of Sorrows ( Fadeleaf & Whiskers )
205 - 230 = Tanaris ( Firebloom & Purple Lotus )
230 - 270 = The Hinderlands ( Whiskers, Sungrass & Ghost Mushrooms @ 245 )
270 - 285 = Azshara ( Dreamfoil )
285 - 300 = Eastern Plaguelands ( Plaguebloom & Dreamfoil )
@ 300 you can now pick Black Lotus which are highly camped bc they are worth a small fortune.
4 areas of black lotus are:

Burning Steppes ( Best area )
Silithus ( Second Best )
Winterspring
