I was having this command prompt / CMD window pop up and disappear before I could even read it on my computer every 10 minutes. After screen recording my screen I was able to screenshot the pop-up and it read "Microsoft .NET Framework Assembly Registration Utility" and it was located in users/myaccount/appdata/.... It was very annoying and would switch my screen sometimes when it popped up. It oddly only happened on this 1 specific user. In this video, I show you how to stop this from happening to fix your problem.
