Level 1 to 10: Ice Nova & Fire Trap
Level 10+: Flameblast
Level 24+: Stop Fire Trapping & use Searing Bond
Craft Sceptres with high implicit elemental stats and the links you need using the following vendor recipe:
Magic Sceptre + Ruby Ring + Alteration Orb.
Then simply Augment for an extra stat and you are done. +1 to fire gems gives a huge damage boost that'll keep you leveling at a nice pace up to around level 60 with no other investment.
