Silvally grass pledge glitch in Pokemon Ultra Sun/Moon

So Silvally can learn grass pledge by can't learn water pledge or fire pledge? This glitch was carried over to Pokemon Sword and Shield. I stumbled upon this GameFaqs forum which made me test this since it wasn't confirmed until now.

As shown, the starters and elemental monkeys can learn the elemental pledge moves. I show Silvally at 2:40.
