Think of it like a shortcut name for a street address, but instead of a street address it's telling someone's browser (Explorer, Safari, Chrome, or Firefox - the app that you use to see websites) where to go to get the files that will let you then view a website. It's similar to you saying your budget file is on your desktop. You've given the route to that file.
