TLDR: Only a few settings actually made a difference, and I mentioned them in the end.
Visual Effects Settings: Volumetric Effects Quality; Ultra is expensive (high is good)
Shading settings: Refraction Quality; Multi-Layered Refraction is expensive (full resolution looks good, but doesn't apply to layered translucent surfaces like looking through 2 windows)
FSR upscaling resulted in worse FPS than using resolution scaling. (Loss of roughly 28% using 1080p to 2160p).
Upscaling from 1200p to 1800p gave me better performance than upscaling from 1080p to 2160p, and it seems to have less FSR artifacts.
