When your computer case fan is dirty, grimy (and perhaps noisy): It can perhaps be disassembled, cleaned, lubricated and then be reassembled into it's fan housing! Let's pick-up this little project right after the "fan blades" have been properly cleaned and see what's involved in getting this case fan lubricated / greased and functioning properly.
So this might be a solution for when your computer case or CPU cooling fan is relatively new (not worn out!); But is in a dusty (not a sandy!) & humid environment and still has a lot of life in it since it's just grimy. So have a look.
