This is a video tutorial on how to insert a gif or offline image as a background in Microsoft Word 2022

Open your Word project.
Select the "Insert Tab" at the top.
Select the dropdown arrow under the "Picture" tab.
Select "This Device" to locate the gif on your computer and click "insert"
Select the "Layout Options" box next to your image and choose "In Front Of Text" so you can size and position the image.
