Plenty of players have expressed that they are unable to reach Voldis Hard. Most of these players however, are the players that decided to stay on 1580 and do Akkan normal instead. The gap between 1580 to 1620 are massive and difficult to achieve if they were not prepared. In this video, Kanima talks about this topic and his warning a few months ago.
