Why does Twitch enforce DMCA against the audio on your channel?

Here's my layman's explanation of why the US Digital Millennium Copyright Act (DMCA) legislation has world-wide impact, and why Twitch will pre-emptively (and seemingly aggressively) remove risky audio from your channel.
