How to fix Wii U USB Helper Not Downloading Games (March 2021)
Make sure you create a restore point before doing this, in case of any malware caused by running it as admin. Another safety measure would be to set compatibility mode in bios to UEFI instead of CSM, and enabling "Secure Boot". At first, I had tried changing the title keys URL, but that didn't work.
