Open Excel file you need. Right click on the panel at the bottom of the window. Look for a Scroll Lock. It will say it is off.
Go to taskbar search line. Type 'On-Screen Keyboard'. Click on it to open. Click on 'ScrLk'[Scroll Lock] key on your virtual keyboard. Right click on the panel at the bottom of the window. Look for a Scroll Lock. It will say it is on.
