By default, the Photoshop Brush cursor is a circle. However, the cursor has several display modes, one of which is a crosshair.
Caps Lock key
When the Caps Lock key is active, the Brush cursor will show as a crosshair. Turning off the Caps Lock key will return the Brush cursor to the normal circle.
Preferences
Within the Cursors tab of the Photoshop Preferences is a section called "Painting Cursors". The "Normal Brush Tip" setting is the default circular cursor while the "Precise" setting will show the crosshair cursor.
