Constraint attribute rules in ArcGIS Pro specify permissible attribute configurations and general relationships on a feature. Constraint rules are not used to populate attributes; they are used to ensure that specific conditions are met on a feature.   
This video demonstrates how you can use a constraint rule to limit the data that is entered when editing features.
