So I recently discovered a tab on the tf2 wiki that shows off all unused unusual effects. These are god tier, high tier, and even some low tier unusuals that are in the coding for the game but never actually got added into the game through crates etc. Here are all of the (or all of the interesting) unused unusual effects for tf2 hats.
