Skyrim: Thieves Guild 12 - Become the Guild Master (Under New Management quest)
The last part of the Thieves Guild questline in The Elder Scrolls V: Skyrim.

The final quest, Under New Management quest, is only formal aspect of becoming the Guild Master. This quest starts after completing all the 4 special quests for Delvin in Whiterun, Markarth, Windhelm and Solitude. These special quests become available (started by Delvin) after completing 5 small jobs per hold for Delvin&Vex.
Info&tips:
keep a record of the jobs you do, so you know how many jobs you've completed for each hold
do 5 small jobs for each hold (20 small jobs required).
for example, when you have done 5 small jobs in Whiterun, Delvin will have the Whiterun special quest (Imitation Amnesty) available for you.
in order to reach Under New Management quest, do not accept Riften small jobs from Delvin or Vex, since those wont count towards the special quests. NOTE: You can always cancel the job by talking to the person who gives it to you (wont have any negative effect), but I prefer always using quicksave before asking for a job, so if its not in the hold Im looking for, I can quickload and try again. This works also near the end when you're only looking for a specific hold job.
all small jobs will count towards the special quests (IMO the easiest are "The Numbers Job" for Delvin, and "The Burglary Job" and "The Shill Job" for Vex).
