PACE's Damien Cottier: "countries need to be flexible on elections when crises hit"
Damien Cottier, the head of the Swiss delegation to the Assembly, recalls the recent successful conference in Bern on "elections in times of crisis" - pointing out its main conclusion that states need to be flexible when crises hit.
This and other recommendations appear in the conference proceedings, which have just been published - coinciding with a ceremony to mark Switzerland's 60th anniversary as a member of the Council of Europe.
