Most organizations deploy resources on a day to day basis. When using terraform you typically have to define the resources you want to deploy multiple times.

1. Setting up your directory structure to better fit creating azure resources
2. Building pipelines and releases in azure devops to deploy multiple of the same resources with the least amount of code needed.
3. Making it easier for your team to work within the same codebase to deploy azure resources over and over again the same way.
Using self hosted agents will bring some cost to your development with the need for additional azure resources.
