Make sure you're using the correct type of PHP initialization file. Understand your PHP initialization file's refresh rate: Filename. Refresh Rate. .user.ini. Try getting the server to recognize the updated file. Which process you use depends on your hosting account's operating system (more info). How Can I increase upload file size on GoDaddy shared hosting with FileZila?

-- first create .User.ini file into root folder.
-- info.php allready created in root folder
-- it will take some time to change
-- memory limit changed from 2048M to 4048M
-- like this we can change max_file_uploads also
-- max_file_uploads change from 3600 to 7200
