The airport in Lelystad will expand considerably, much to the anger of neighboring provinces. Because the flight routes will be quite a bit lower than that of Schiphol, a lot more noise pollution is expected. Just like Schiphol, which is for 92% owned by the government, Lelystad Airport employs various tactics to get this expansion done, such as calculating the volume instead of measuring the volume (because it produces lower values), smart planned participation evenings and an easy going government which provides tax-free kerosene.
