UPDATE:
This is no longer an issue for my GoPro 9.
I hadn't tried to factory reset the camera to see if the issue persists. Currently, able to stream to Twitch consistently.
GoPro Hero9 streaming to Youtube/Twitch/RTMP/etc. often fails because no networks can be found. These are the reproduction steps for the use of GoPro support and engineering staff.
I imagined native gopro streaming as a magical feature that allowed me to pull the camera out of my pocket, press record, and be streaming live video right away.
Instead, I am disappointed by the need to use my phone and GoPro app, and certainly, the inconsistent functionality of this feature.

Out of a few dozen attempts consisting of restarting, resetting, wifi hopping, etc., I was able to stream twice:

Tonight, I unboxed a GoPro9, went through the setup/update process, and tried to stream on Twitch using RTMP.
Open GoPro app
Find the new camera in the Camera tab and press Control Your GoPro
Select Set Up Live
Select Other/RTMP
Searching for networks in the top section ran, but selected nothing and shows Select a Wi-Fi Network
Click on Select a Wi-Fi Network
The Searching for networks... popup comes up
Lands me on the No Network Available/Turn On Personal Hotspot.
I tried turning on the hotspot, rebooting both the phone and the camera, and went through the steps above.
No good!
I had read in another GoPro post that someone had luck with Factory Resetting their camera and removing the camera from their GoPro app.
I did just that, and before going through the same steps above, I had my personal hotspot enabled.
Voila! A list of wireless networks came up, I chose my home wireless network, and I was able to go through with a stream for a couple hours.
