The Federation Council has approved a law that introduces fines for searching for extremist materials on the Internet and for distributing VPN service advertisements. The amendments come into force on September 1.
The law establishes fines from 3,000 to 5,000 rubles for intentionally searching for and gaining access to materials included in the list of extremist materials by the Ministry of Justice. It also provides for administrative liability for advertising blocking bypass services. For individuals, the fine will be from 50,000 to 80,000 rubles, for officials - from 80,000 to 150,000, for legal entities - from 200,000 to 500,000.
Earlier, the head of the Ministry of Digital Development, Maksut Shadayev, explained at a meeting with President Vladimir Putin how the new law will work. According to the minister, law enforcement agencies will need to prove that the user had the intent to search for extremist materials. If the user did not know that the material was included in the relevant list, he will not be fined, Shadayev said.
The State Duma approved the law on July 22. Then 306 deputies voted for the adoption of amendments, 67 deputies voted against, and another 22 abstained.
