Worked but I had to edit one other file. I followed your instructions but hw_boardinfo was being reverted back to original bharti values after resetting the ont even when I verified multiple times that the files were actually modified. Then I noticed another file customize.txt inside the jffs2 folder which had 'COMMON BHARTI' inside it. I changed that to 'COMMON COMMON' and finally it unlocked the firmware. It seems like my version of the firmware had a script which overrote hw_boardinfo value from customize.txt.
