Hu Tao really out here ghosting my account so I had to spend some real monies to get her.

My artifacts aren’t ideal but I just gave her the ones with the highest crit damage/crit rate substats since I accidentally foddered all my hp% artifacts prior to her release.
Lvl 80, ascension 6
Weapon: Lvl 90 Deathmatch.
For f2p, 1. White tassel and then 2. Prototype star glitter. Low spenders I would choose deathmatch (since the crit rate main stat is so dang high). Staff of Homa is literally the most broken weapon in the game right now but it's up to you to decide whether or not you want to pull a Tectone strat and spend on that banner.
Set: Mine is on 2p Crimson Witch + 2p Noblesse for maximum burst damage, but 4p crimson witch is better for a main dps, where the damage comes from a combination of her normals and her burst. Mine is on atk% timepiece, pyro damage bonus goblet, and crit damage circlet, but for the timepiece I would run hp% (if I had one) instead since it is better for Hu Tao. Ideally the crit rate should be 50-70%, so gear the circlet accordingly.

Pyro Bonus DMG: 94.6% when below 50% health, 61.6% when above 50% (but she should always be below 50% hp since the 33% pyro bonus with her second talent is insanely good)

If you want to use her as the main dps (which is the best way to build her I just wanted to use some flashy bursts so my skills are not even at all lol) then upgrade elemental skill, then normal, then burst.
