Attention service providers:
If you're counting Subscriber Access Licenses (SALs) based on user activity data, you're doing it wrong. You must count every user with potential access to a server, meaning anyone in a security group that can access that server or service.
Citrix activity reports, concurrency reports, RDP concurrency reports, or data from tools like Flexera or Snow are irrelevant for SAL counting. They only show who connected during a period, not who could potentially connect.
To accurately count SALs, you need to enumerate every user within the relevant security groups. Failure to do so could result in costly penalties during a Microsoft audit.
