On north east of Watatsumi Island lies a domain underwater, of Suigetsu Island, Palace in Pool.
It's pretty complicated with linked puzzles involving relay stones, seelies, compasses, totems, ziplines.

Took me some time to clear this puzzle because of an oversight....
