Do you have to include Virtual Machines that are not running when you calculate Microsoft Licensing requirements? Let's look it up in the Microsoft Product Terms.

Community wisdom I received after publishing this video:

It's not as simple as I say in this video.
The language varies in various parts of Product Terms and makes it ambiguous.
It contradicts Disaster Recovery rights, sort of.
If the VM was powered off in the last 90 days, it's still consuming a licence.

Bottom line: be vigilant and cautious and keep your VM estate tidy.
