Legendary Catch Up Mechanic On PTR? - WoW Legion 7.3.2 Updates

Apparently new ways of catch up mechanic has been added in 7.3.2! Its not clear yet how this system will work. Will it allow us to send Legendary Tokens to alts? Could we sell them? Or will we be able to chose what Legendaries we want so we can finally get best in slot? Will this fix the Legendary system?
