You can use the new Team Projects feature in Premiere Pro if you have either Creative Cloud for Enterprise or Creative Cloud for teams. Team Projects require that you store your assets as Creative Cloud files, most likely in a project folder, and that folder must be shared to your team mates. Once you give your assets their Creative Cloud home, you can go to Premiere and start a new project. As with the Creative Cloud project folder, you will need to invite your team mates to the project. Then it is just a matter of accepting and sending changes back and forth!

Troubleshooting (from Adobe):

Manage media
Media used in your team project remain on your local machine. Share assets with your team using Creative Cloud assets, network shared storage, or an alternate cloud storage option.

If you ever experience any missing media, choose Edit - Team Project - Media Management from the main menu to access the media management tool. Here you can find missing assets or correct other media issues. Select one of the missing assets and then click New Media Mapping. Navigate to the location where the assets are stored.

Note: All collaborators on a team project need access to the project’s assets — unless they have their own copies. Otherwise the media will appear offline for them.
